Trainers Needed at IFAPA

IFAPA is recruiting trainers for “Preventative Practices Revised:  A New Look at Minimizing the Risks of Child Abuse Allegations”.  IFAPA is seeking trainers to train in all areas of the state.  Trainers must be either current foster parents in good standing or social workers who are currently licensing foster homes or aware of current licensing standards.  Trainers are needed in all areas of the state.  Please pass this information on to others who may be interested.

 

Requirements to be a Trainer: 

     -  A Foster Parent in good standing, with several years of experience fostering and a

        positive teamwork approach with DHS and providers.

        OR

     -  A Social worker who currently licenses foster homes or works closely enough in the 

        system to have up-to-date knowledge of licensing standards.

     -  Previous training experience is preferred.

     -  Knowledge of the foster care system is necessary for this training position.

     -  Travel is required and willingness to travel up to 120 miles on occasion is preferred (Hotel

        is provided when traveling this far).

     -  Ability to train 3-5 Saturdays per year (some train more frequently than this, depending

        on willingness and availability)

     -  Completion of a Trainer Application form.

     -  References from 3 credible sources pertaining to your qualifications for this position.

 

Please Note:

     -  IFAPA’s training year runs from September to June.

     -  Preventative Practices is a 6 hour training (9 to 4:30) held on Saturdays.

     -  Preventative Practices is a team-taught training, with one foster parent and one social

        worker.

     -  Trainers are paid an hourly rate by IFAPA as independent contractors.

LSI Offers Workshop on Reactive Attachment Disorder 

On Saturday, October 11th, Lutheran Services in Iowa - Denison office, will be offering workshop titled: Reactive Attachment Disorder - Working Together to Help Kids Heal.  The workshop is presented by Mr. Marty Wallace, a mental health therapist experienced working with children with attachment disorders.  This workshop will be held in Denison at Cronk's Restaurant from 9am to 1pm.  There is a $20 fee for couples and a $15 fee for individuals.  To learn more about the trainer and workshop, click here.  RSVP to LSI - Denison office at 712-263-9341.

IFAPA is Awarded New Contract 

IFAPA is pleased to announce that we were awarded the contract from the Department of Human Services and will be able to continue providing support services and training to foster, adoptive and kinship placements throughout Iowa.

Governor Culver Appoints Gene Gessow Director of Human Services

Today, Governor Chet Culver appointed Gene Gessow to serve as the Director of the Iowa Department of Human Services.  

 

"I’m pleased to name Gene Gessow to lead the Iowa Department of Human Services,” said Governor Culver.  "Gene’s years of experience in state government, both here in Iowa and around the country, make him uniquely qualified to serve as director.  And in his current role, he has served on the management team for DHS, which helped transform the department into one of the best in the nation and – according to the Commonwealth Fund – made Iowa the number one state for children’s health care.  But more importantly, it is his compassion and care for the people of this state that sets him apart.  He shares my goal of increasing access to health care for all Iowans, and I look forward to working with him, and with all Iowans, to help move Iowa forward.”   

 

“I am very pleased and excited about the opportunity to help Governor Culver realize his vision for sustaining and strengthening human service programs to build Iowa's future,” said Gene Gessow.  “I appreciate his confidence and will make every effort to meet his high performance standards and expectations.”

 

Gessow currently serves as Iowa’s Medicaid Director, a position he has held since 2003.  In this capacity, he has managed the second largest budget line item in the state’s budget, and has helped to secure an additional $250 million in federal funds for health care for low income Iowans. 

 

Gessow has also been a strong advocate for covering the uninsured.  During his five years at the Department of Human Services, he conceived and implemented the IowaCare program, which has provided more than 60,000 people with health care over the last three years.  In addition, in just the last year, he has been instrumental in growing the number of children covered by the state’s HAWK-I and Medicare program by more than 9,000.

 

Prior to this, Gene was the Director of Medical Services for the Maine Department of Human Services, and has also served as the Deputy Secretary for Finance in New Mexico and the Budget Director for Massachusetts Medicaid.

 

Gessow will begin serving as director immediately.  The Director of the Department of Human Services requires confirmation by the Senate, and serves at the pleasure of the Governor.

IFAPA Appreciation Day at Adventureland Park

The Iowa Foster and Adoptive Parents Association is offering foster and adoptive families a day of fun at Adventureland!  The park will be open 10am to 8pm on Saturday, September 6th.  Adventureland has also added a new attraction called Kokomo Kove.  It features seven waterslides and other water features.  Swimsuits are required, towels are not provided.  A changing area is available.  This attraction is included in your admission ticket price.  For more information about this new attraction visit www.adventurelandpark.com To print off IFAPA's Adventureland Registration Form, click here

RUSTY JOHNSON'S American Dreams Concert

DHS Wants to Hear From You

The Department of Human Services is interested in your feedback on the following two issues:

 

Issue #1 - What restrictions, if any, do you think there should be on foster parents smoking while caring for foster children?

 

Issue #2 - The Child Death Review Team has asked the last two years that the Department require foster parents to be certified in CPR and First Aid and maintain the certification.  Do you think foster parents should be required to be certified in CPR and First Aid?  Why or why not?

Series of Attempted Child Abductions Incidents Being Investigated in Central Iowa

Des Moines, IOWA --- The Iowa Department of Public Safety, Intelligence Fusion Center, in cooperation with several central Iowa law enforcement agencies, has received information on a number of child enticement incidents in central Iowa that appear to be related. In each of these incidents, an unidentified male has approached female children in an attempt to assault or lure them away. Law enforcement officials believe this suspect may continue to target young girls in the region and are providing the following information as a precautionary measure.  The primary suspect is described as a male with short dark hair, thin build, who is driving a new model, dark colored car. Cedar Rapids Adoptive Family Loses Home to Flooding

The National Foster Parent Association (NFPA) has been in constant contact with folks in Iowa and have identified only one family at this point that needs our assistance.  The Langer family lived in Cedar Rapids and were not even on a flood plain, but they lost EVERYTHING, and have no flood insurance – FEMA will not even cover the entire cost of their mortgage.  So, today, we are asking that you notify people in your community to send much-needed items to the Langers.

Celebrate Foster Care Month at the Capitol on Thursday, May 29

Iowa KidsNet will host a celebration of National Foster Care Month on the steps of the Iowa Capitol in Des Moines from 4pm to 5pm on Thursday, May 29, 2008.  Families, state employees, Iowa KidsNet staff, judges, and everyone involved in foster care are invited to attend the event, where the First Lady Mari Culver will present a state proclamation declaring May National Foster Care Month. Iowa KidsNet leaders and other key individuals will also address the crowd, thanking Iowa’s everyday heroes for the care and support individuals provide kids and families. We will also ask attending families to tie a blue ribbon to a tree in honor of the kids in foster care.  There is designated visitor parking clearly marked around the grounds of the Capitol. NACAC Has Two $2,500 Scholarships Available for Youth Adopted from Foster Care as Teens

PLEASE NOTE: Application Deadline June 30, 2008

If you or someone you know was adopted from foster care as a teen and needs a little extra money for post-high school education, keep reading.  In association with the January publication of Three Little Words: A Memoir by Ashley Rhodes-Courter*, publisher Simon & Schuster is sponsoring two $2,500 scholarships for youth adopted from foster care. The scholarships, administered by the North American Council on Adoptable Children (NACAC), are intended to help offset higher education tuition costs.

Eligibility
To be considered for a scholarship, applicants must be:

    +  Youth ages 17 to 25 who were adopted from foster care at or after the age of 13

    +  Accepted or enrolled full- or part-time at an accredited (by the Council for Higher

        Education Accreditation) college, university, community college, or vocational/technical  

        school

    +  Responsible for $2,500 in tuition costs

    +  Capable of documenting foster care status, adoption, school acceptance or enrollment,

        and tuition costs

    +  Able to meet the June 30, 2008 application deadline

 

Application
To apply, each applicant must:

    +  Submit the documentation listed above

    +  Complete a brief application form

    +  Compose an essay about his or her reason for pursuing higher education (future goals,

        how past experiences affect his or her ability to attain the goal, and what he or she

        hopes to gain from additional education)

 

Decision Process/Timing
Members of NACAC’s staff and board, as well as Ashley Rhodes-Courter, will review the applications, and select two scholarship recipients by the end of July.

 

*Twenty-two-year-old Ashley Rhodes-Courter cycled through 14 foster placements in 9 years before finally being adopted at age 12. She penned Three Little Words to assemble the fragmented pieces of her past and praise the dedicated, caring parents who step forward every day to help and heal traumatized children in and adopted from foster care. A staunch adoption advocate, Ashley hopes the book will also inspire more adults to consider adopting older children and encourage other foster youth to rise above their hardships.

FREE Cultural Connections Conference for Parents & Professionals

Are you parenting a child of another race?  Or do you work with families that parent transracially?  IFAPA is hosting a Cultural Connections Conference on June 13 & 14 in Des MoinesThis conference is an excellent training opportunity for foster parents, adoptive parents and professionals who work in the foster & adoption arena.  Ever wonder if you’re doing enough in your transracial family for your children to have a strong cultural/racial identity?  At this training, you will here the personal stories from transracial adoptees and their transracial adoptive parents.  You will learn the importance of racial identity to youth in foster care and children who have been adopted transracially.  This conference is funded by Polk County Decategorization and is FREE to all foster/adoptive parents and professionals.  There will be 6 hours of foster parent training credit per day and social worker CEUs will also be available.  Professionals can attend the one-day conference on Friday, June 13 and parents are free to attend either day (June 13 or 14) of the conference.  View Conference Schedule, Trainings & Speaker Information.  TO REGISTER: Contact Crystal at IFAPA (800-277-8145 ext. 5) or e-mail ifapa@ifapa.org.

UPDATE FROM DHS: Changes to Training for Foster Parents

Important changes are happening at the Iowa Foster and Adoptive Parents Association (IFAPA).  The Iowa Department of Human Services, Division of Child and Family Services has announced that they plan to release a request for proposal (RFP) for Support for Resource Families later this year.  It is anticipated that a contract for these services would be effective October 1, 2008.  The RFP, once released, will be available on the Iowa Department of Administrative Services website at www.bidopportunities.iowa.gov

 

What does this mean for IFAPA and foster and adoptive parents?  DHS is extending IFAPA's current contact until September 30, 2008.  Along with other agencies, IFAPA will be able to submit a bid on the Request for Proposal, which has not been issued.  Due is the fact that there will be a transition period (no matter who the successful bidder is) there could be a temporary impact on the amount of training opportunities for foster and adoptive parents in October and November 2008.  DHS and partners intend to work hard to prevent any disruption.  It is recommended that all foster and adoptive parents should take full advantage of available classes now by completing needed hours prior to September 30, 2008.

Support Groups Trainings

Many foster and adoptive support groups offer two-hour trainings opportunities during their meeting.

 

Online Trainings

Foster parents can earn a maximum of 3 credit hours online trainings, the remaining three hours must be completed in a face-to-face training.

 

Mandatory Child Abuse Reporter Training
IFAPA will offer a Mandatory Child Abuse Reporter Training class across Iowa on June 12 2008.  If you cannot attend this training and need to complete this course soon, the IFAPA website includes a link to an online course offered by CE Solutions Group for Mandatory Child Abuse Reporter Training.  There is a small fee to complete the course online.

 

Asian Heritage Festival in Des Moines

The annual Asian Heritage Festival will be on the East Campus of the State Capitol Complex, 400 East 14th Street in Des Moines.  The festival runs from 10am to 8pm on Saturday, May 17th and features food, music, dance, games and traditions of many Asian cultures.  There will be fashion shows and talent contests as well as crafts and historic demonstrations, visit: www.celebrasian.org.

May is National Foster Care Month
IFAPA would like to thank all Iowa’s foster families for caring for Iowa’s children in care and helping them to safely reunite with their parents, be cared for by relatives, or be adopted by loving families.  Thank you for making a difference!!

IFAPA will hold our annual appreciation day for foster and adoptive families on September 6TH at Adventureland Park in Altoona.  Watch your mail for more details.

 

Iowa KidsNet will hold appreciation events throughout Iowa this May, including a special celebration on the steps of the Iowa Capitol building on Thursday, May 29 at 4:00 p.m. Keep checking out their events page for upcoming details.  Iowa KidsNet is creating an online family photo album in celebration of National Foster Care Month.  To participate, visit their online family photo album.  You will also have a chance to win a $50 Casey’s gas card!  For more details visit: www.iowakidsnet.com.

This event serves as a remembrance for children who were victims of abuse in 2007.  An empty pair of shoes will be displayed to remember each of the innocent victims.

Expanded Access to College Financial Aid for Former Foster Youth

A new federal law removes a financial disincentive to adopting teens in foster care

 

How Will the New Law Help Youth?

The new law will make it possible for teens in foster care to be adopted without losing access to college financial aid. Under this new law, youth who are adopted from foster care at any point after their 13th birthday will not have to include their parents’ income in the calculations for determining their need for financial aid.  The Fostering Adoption to Further Student Achievement Act became law as an amendment to the College Cost Reduction and Access Act (Public Law 110-84). This law includes a revised definition of an “independent student.” Currently, youth who were still in foster care as of their 18th birthday are considered to be independent students, meaning that they do not need to count parental income for determining their eligibility for college financial aid. The revised definition of “independent student” will extend to youth who were in foster care on or after their 13th birthday, even if they have subsequently been adopted.

 

When Will This Change Take Effect?

This expanded definition of “independent student” will go into effect in July 2009, to apply for the 2009-2010 school year. The provision will apply to youth even for adoptions that were finalized before the law was passed in 2007. Youth who meet the new definition will need to indicate their status as an independent student when they fill out the Free Application for Federal Student Aid (FAFSA) form for college financial aid.

 

Legal reference: Section 604(a)(2) of Public Law 110-84 amends the definition of an independent student in federal law at 20 U.S.C. 1087vv(d) to include an individual who: “is an orphan, in foster care, or a ward of the court, at any time when the individual is 13 years of age or older.”

Elevate Our Youth to Adulthood Day - A Day for Inspiring Hope

Every year in Iowa, 500 youth age out of foster care.  On Thursday April 24, Elevate is hosting the first-ever Elevate Out Youth to Adulthood Day to raise awareness for and celebrate with local youth on the difference they are making in the child welfare system.

 

Victoria Rowell will be the Keynote Speaker at this dinner.  She is an accomplished actress and author who found fame as Drucilla Winters on The Young and the Restless along with various other television and film roles after being raised in the foster care system.  Victoria will be holding a book signing after dinner.

Orphan Foundation Scholarships

The Orphan Foundation of America, which administers the Casey Family Scholars Program, is now accepting applications for the 2008-2009 academic year.  Scholarships up to $10,000 per year are available to eligible former foster youth who are pursuing post-secondary education.  Have been in foster care for one consecutive year at the time of their 18th birthday or high school graduation OR have been adopted or taken into legal guardianship out of foster care after their 16th birthday OR have lost both parents to death before age 18 and not been subsequently adopted.  Applications are available on the Orphan Foundation of America website, www.orphan.orgCheck out the March 2008 IFAPA E-Newsletter for more details on upcoming scholarship opportunities.
